About the Conference
Understanding and addressing poverty in our city is crucial to building stronger neighborhoods. The 2010 EPIC Conference will highlight six historically impoverished neighborhoods in and around Atlanta. Discussions will identify both specific problems the communities face and solutions that have effected positive change in the areas.

Expert panels will address barriers that make it difficult to get out of poverty, constructing poverty as a lifetime experience and "the poor" as an identity. These discussions will focus on how access to quality healthcare, education and housing is limited for impoverished persons and ways to open avenues for improved access. Another set of panels will address discrimination in areas of environmental equality and criminal justice, as well as unique challenges faced by impoverished women.

Because the focus of the conference is local, it will feature work that is already being done to increase access and equality in the community and ways conference attendees can become involved with those projects. It's our community. Let's strive to be good neighbors.

Calling All Alums & Recent Graduates

In conjunction with the Jacksonville Bar Association and the Florida Bar Foundation's OnePromiseFlorida.org, Fourth Judicial Circuit Public Defender (and Florida Coastal alum!)Matt Shirk is hosting a third Pro Bono Opportunities criminal law training course for interested, private attorneys in the Jacksonville area.

The session is open to all attorneys in the Fourth Judicial Circuit. No criminal law experience is necessary. It will be held on Friday, Oct. 15, in the First Floor Conference Room of the Public Defender Office and will feature five separate CLE courses, touching on different aspects of criminal law. Upon completion of the training session, participants will be appointed as Special Assistant Public Defenders (SAPD's) and become eligible for a later assignment to one misdemeanor case.

"We have several people enlisted to participate in our third, Pro Bono Opportunities training program and there is certainly room for more," said APD Cynthia Hunold, director of County Court in the PD office. "To date this has been a valuable program for our community; the clients receive great attention, the SAPD gets hands-on experience and it benefits all taxpayers because the burgeoning caseload handled by APD's is minimized."

SUMMER LEGAL INTERNSHIP PROGRAM

The Department of Defense (DoD), with over 3 million military members and civilian employees, and an annual budget in excess of $600 Billion, is one of the largest entity clients served by any group of attorneys in the world. The DoD Office of the General Counsel (OGC) is part of the Office of the Secretary of Defense (OSD). The DoD OGC is the highest level legal organization in DoD. The DoD General Counsel is appointed by the President and confirmed by the Senate, and serves as the Chief Legal Officer of DoD, the legal advisor to the Secretary of Defense, and the Director of the Defense Legal Services Agency (in which capacity he or she oversees the General Counsel Offices of over two dozen Defense Agencies and DoD Field Activities).
The Office is responsible for advising high level policy makers in OSD. In addition, the Office works closely with senior attorneys and policy makers from the military departments, and with officials from the Departments of Justice, State, Treasury, and other Government agencies. The Office also frequently works on special projects for OSD.

Interns will be assigned to specific offices within DoD OGC or DLSA, such as the Offices of the Deputy General Counsels for Acquisition & Logistics, Environment and Installations, Fiscal, International Affairs, Intelligence, Legal Counsel, or Personnel & Health Policy; the Standards of Conduct Office; and other DLSA offices such as the Offices of General Counsel for Washington Headquarters Service and the Defense Security Cooperation Agency. There are few, if any, offices that can provide summer law clerks the diversity of practice areas and experiences that are available as an OSD Honors Legal Intern in DoD OGC.

DUTIES: Summer interns in OSD Honors Legal Internship Program are given considerable flexibility in their assignments. At least one intern is assigned to each OGC office listed above. There are substantial opportunities to enhance research and drafting skills by working in close association with members of OGC. Interns will assist in drafting and commenting on legislation, regulations, congressional testimony, litigation materials, and legal opinions. Interns will have the opportunity to assist in the process of formulating DoD legal policy on high-profile topics of current interest. Our intern program also includes visits to the U.S. Supreme Court, the Senate Armed Services Committee, military bases, Defense agencies and DoD field activities, all intended to familiarize the interns with the practice of law by federal attorneys and the work of DoD in general.

QUALIFICATION REQUIREMENTS: A Bachelor's degree from an accredited college or university. Interns must have completed their first-or second-year of law school prior to the commencement of the 2011 summer intern period. Persons who will be graduated from law school prior to the prior to the commencement of the 2011 summer intern period are not eligible for this student internship program.

Jacksonville attorneys and Jacksonville Area Legal Aid continue to make the news for all of the great things they are accomplishing. In a recent article, the economy's affect on child support payments has gotten some attention.

With many people experiencing job loss due to the economy, some parents have fallen behind in child support payments. They are at risk of having their driver’s license suspended or of being held in contempt of court for nonpayment, thereby exacerbating their problems. Jacksonville Area Legal Aid has been inundated with child support modification requests and simply cannot handle the caseload. Two Jacksonville area attorneys, Marla Buchanan, a Rogers Towers attorney and chair of the Family Law Section of The JBA, and Jamie Ibrahim, a family law staff attorney with JALA, have teamed up to combat this ever-increasing issue by creating a new group assistance opportunity, the Child Support Modification Clinic at JALA. The purpose of this clinic is to provide general guidance to persons who believe they have had a substantial change in circumstances since their most recent Child Support Order and would like to request a modification. Fellowship Available

The Daniel J. Curtin Jr. Fellowship is a great opportunity for students to learn about the diverse legal issues that affect the planning profession and to work with the planners and legal professionals who are involved in these areas on a day-to-day basis. The legal issues underlying the planning of our cities and communities are an important and essential component in the education and training of those who would become professional planners and land use practitioners. The purpose of the Fellowship Program is to foster increased interest in the study of land use planning and its interrelationship with the law at the advanced undergraduate, graduate, and law school levels.

The Program is open to first and second year law students. One fellowship with a stipend of $4,000.00 will be awarded. The term of the fellowship is approximately ten months (the typical length of two semesters or three quarters).
